Secure Private Communications System for Critical Infrastructure Protection

A key enabler to protecting critical national infrastructure is to have a secure private communications system which provides effective information exchange and seamless interoperability between different end-users. Whilst acting as a day-to-day resilient backup communications network, it becomes a critical asset in the event of a national disaster e.g. a terrorist attack or a natural environmental disaster. This is especially important if the unprecedented event has directly or indirectly compromised or crippled a nation’s public mobile communications network. In such cases, having a common critical communications infrastructure between government agencies, police, security and emergency services is important in mobilising recovery and relief effort operations whilst safeguarding the nation against the ripple effects of those events. SmartLinkTM by Chemring Technology Solutions is a novel solution which provides a rapidly deployable, secure and private cellular network enabling voice and high speed data connectivity between different emergency response and relief effort teams. Being a modular and easily scalable system, SmartLinkTM can provide resilient cellular coverage over a wide area and is fully compatible with complementary technologies that specifically enable reachback connections to the rest of the world. This paper examines the role of such a technology in protecting critical national infrastructure.
